The objective of the course is to give an overview of post-Communist transition with emphasis on economic issues. Unlike the more traditional courses on transition, this one situates transition from Communism within the context of globalization. Thus, many of the typical transition issues (privatization, changes in social policies, pension privatization) will be viewed through the lenses of neo-liberal policies, and contrasted with similar policies pursued elsewehere (Mexico, Argentina, France or Malaysia). The course is divided into several parts. The first two lectures deal with corporate governance after privatization, and the background to transition. The next part (lectures 2- 6) addresses key issues of post-Communist transition: how to explain the decline in output, and how to explain marked difference in performance among the countries. The third part (lectures 7 to 8) examines social costs of transition and, in particular, rise in inequality and corruption. The last part (lectures 9-13) compares the transitions in Russia and China, evaluates the role of the ?Washington consensus,? and summarizes the lessons of ten years of transition. Familiarity with key economic concepts and algebra is necessary. There may be one or two invited (?external?) lectures.
